Saturn in 8th house is showing unexpected results whereas Ketu in 5th house is a strong planet for the 6, 10, and 11 houses. This signification is imperative as the sub-period of Mercury is in progress. The significance of a planet will be of great importance when its period is in implementation. Mercury is favorable.

The deciding factor Sun is in the constellation of Jupiter and the subdivision of Rahu. It is indeed a tricky situation. The sign and the star Lords of the cusp are promising positive results whereas the sub lord is indicating a diluted version. The sun is located in the subdivision of Rahu tenanted in the tenth house. Here we have to observe that Rahu is posited in his own subdivision in the tenth house and hence a strong planet for 6 and 10 houses. It is true that the constellation of Rahu is occupied by Ketu but whenever a planet is located in its own subdivision it shall be considered the strongest planet for the house occupied by it. In this logic Sun shall be considered positive but the retro influence of Jupiter is showing some modification in the outcome. Sun clearly shows that the expectation of the ruling government may not be met.
