The kp astrology rule for the purchase of a car/ 4-wheeler is:
If the 4th cusp sub lord is a significator of either of 4,11,12 houses and is in any way connected with Venus, then the purchase is promised in the horoscope.
The add-on clause is that the 4th cusp sub lord or its star lord should be in a movable sign along with the connection of Venus.
The timing of the car purchase will be the DBA of the joint significators of the 4, 11, and 12 houses.

In the above horoscope, the 4th cusp sub lord is Jupiter. It is in the star of Saturn. Jupiter is in a movable sign, Cancer, and Saturn is in a fixed sign, Leo.
Saturn is aspecting the 12th house from its 10th aspect, which is ruled by Venus, and Venus happens to be the star lord of Saturn. Hence, Venus is also connected in the equation.

Which planets are the significators of 4,11,12 houses in this horoscope?
The 4th house is empty, Mercury is the ruler of the 4th house, and it is in its own star; hence, Mercury becomes a strong significator of the 4th house, and it is placed in conjunction with Venus. It is in the sub of Rahu in conjunction with Saturn. Rahu and Saturn are in the third house. Since Mercury is in the sub of Rahu, being the ruler of the 4th house, rahu becomes the significator of the 4th house.
The 11th house is also empty; the ruler is Mars. Mars is in the star of Venus and in the sub of Jupiter. Venus rules the 12th house, hence Mars is a significator of the 12th house.
There is again no planet in the 12th house, and it is ruled by Venus. Venus is in the star of Jupiter.
Saturn is in the Venus star Jupiter sub. Jupiter is in the Saturn star and in the sub of Rahu. They are interconnected and signify the 4th house.

In the horoscope, the 4th cusp sub lord is Venus. Venus is ruling the houses 4-11. Promise is there. The native had a two-wheeler earlier and also purchased a two-wheeler in 2023. Let us stick to the car only. Venus is in the star of Mercury. Mercury rules 3-12 and is placed in the 5th cusp, but is aspected by 6th lord Jupiter. In Venus pratyantara the native had a thought to start a business of car taxi. And it was fulfilled. Here the significations are very clear. How does rahu signify the houses?

Venus is ruling the 4-11 houses itself and is in the star of Mercury, ruling 3-12 houses.
Mercury is ruling 3-12 and is placed in the star of ketu and rahu sub. Hence, mercury is also connected to the desired houses. Mercury is placed in a dual sign and also aspected by the sign lord, indicating multiple vehicles.

On the day of booking, Sun transited in Jupiter’s sign, Venus’s star and Mercury sub and was conjoined with Mars and Mercury and aspected by Jupiter. On the day of delivery of the car sun transited into the Saturn sign moon star, and Mercury sub.
Native took delivery of the car on 18-09-2020 and booked around 15 days back.
This was his second car; his first car was in June 2006 on loan, and he could not repay the loan, but someone else paid the clearing amount. That was in the Saturn Ketu Sun period, in which the car was purchased on loan.
